Civil Service College Receives Honours
The Cayman Islands Civil Service College (CSC) has been recognised as one of the top government programmes in the hemisphere, according to the E-Learning! publication.
The CSC’s Cayman Leadership Academy initiative was listed amongst the 2012 public sector honourees, in the company of agencies such as the American Heart Association, the US Department of Veteran Affairs, Texas A&M University and Vanderbilt University School of Medicine. The top-ten corporate sector honourees included Starbucks, Cisco, IBM, Intel and UPS.
In a press release announcing the winners, E-Learning! Media Group’s Executive Editor Angeli Primlani notes that these top-ranked organisations “all drive innovation”.
Leading up to this recognition, the CSC’s e-learning programme was presented at an ELearning! conference last year.
E-Learning! is a California-based media company which publishes e-learning magazines. Its annual “100 Award” scheme recognises organisations which have demonstrated an outstanding learning culture and innovation that drives performance. The ranking is determined by overall performance and the impact of the learning initiatives. (See http://www.2elearning.com/)
The programme states it has a “solid, research-based approach” that levels the playing field in its evaluations, despite the nominee’s size. The three judging criteria are the Aberdeen Group’s Best-in-Class Learning & Development assessment; EMG’s Learning Culture Index; and the overall organisational performance.
Cayman was represented at the “Learning &Workplace Technologies Marketplace” event by the CSC’s Leadership & Learning Manager, David Stock, “The conference featured organisations and leadership that drive imagination, inspiration and innovation in the learning field, of which the CSC is proud to be a part of. Our presentation allowed us to showcase the accomplishments of the CSC and provided an opportunity to network with our peers to ensure we are consistently using best practices.”
Deputy Governor Franz Manderson congratulated the Portfolio of the Civil Service, of which the CSC is a unit, on the award, saying, “This is indicative that the efforts were well-designed and in keeping with international standards, as well as a concentrated effort to offer higher learning to civil servants.”
The CSC was formed in 2007 and falls under the Portfolio of the Civil Service. The CSC’s online learning platform, the Civil Service Academy, was launched in the fall of 2010.
CSC Deputy Director Andrea Fa’amoe is also pleased with the reception of the platform: “The response to our online learning platform has been gratifying. In less than two years, over 1,000 civil servants have registered – and now have access to hundreds of courses online.”
The CSC courses range from literacy and numeracy to computer applications, and leadership and management training.
Chief Officer in the Portfolio of the Civil Service, Gloria McField-Nixon also welcomed the news and applauded all involved in the initiative. “The Cayman Islands Government, as the major employer in the Cayman Islands, understands the need to invest in training and development for its staff,” she said.
“Introducing e-learning allows us to expand our learning opportunities, avoid additional overhead costs and provide a highly flexible tool that accommodates staff’s diverse learning needs and schedules,” added Mrs. McField-Nixon. I applaud everyone whose hard work has made this achievement possible, including the CSC team, civil service managers, and faculty – and in particular the men and women who continue to balance their work and private commitments while undertaking continuing education.”
In addition to their online learning initiative, the CSC also offers traditional in-class learning through their partnership with the University College of the Cayman Islands. The first CSC graduation took place in December 2011, with five graduates earning associates degrees in public administration.
